US Secretary of State Marco Rubio is chairing a two day meeting of G20 foreign ministers in Atlanta that begins on October 30. The gathering is scheduled to conclude on October 31 and serves as a precursor to the G20 leaders summit that President Donald Trump will host in Miami in December.

The primary focus for the US delegation is to steer the forum toward economic growth, energy security, and trade. State Department officials described the goal as bringing the G20 back to basics, with specific attention to deregulation, innovation, and strengthening supply chains. Washington is also supporting Poland's bid to become a full member of the group.

Tensions emerged before the talks even began due to the attendance of Russian Foreign Minister Sergei Lavrov. His presence has reopened debates among Western governments about whether engaging with Moscow signals a return to normalcy while the war in Ukraine continues. RFE/RL reported that there will be no traditional family photograph this year, a change some Western diplomats attributed to a reluctance to appear in a group shot alongside Lavrov.

Organizers considered holding two separate group photographs, one including the Russian minister and one without him. German Foreign Minister Johann Wadephul said he would not avoid a group photo because dialogue is part of his job, but he noted there could be no normalcy with Moscow as long as the war persists. Nicholas Lokker, an adjunct fellow at the Center for a New American Security, stated that the US and European allies are no longer united in refusing to return to business as usual with Moscow.

Ukraine is not represented at the Atlanta meeting because Washington limited invitations to formal G20 members. This exclusion, along with the absence of South Africa, adds friction to the discussions. James Lamond, a senior fellow at the Center for European Policy Analysis, argued that substantive negotiations on Ukraine are difficult without Kyiv at the table. He also pointed to growing European concerns about Russian hybrid warfare, including drone incidents and cyber intrusions.

Russian Foreign Ministry spokeswoman Maria Zakharova suggested that not everyone in Washington is happy about Lavrov's participation, noting that visas for the delegation were resolved only at the last minute. Lavrov has said he intends to advocate for reforming global economic institutions and a more multipolar world order during the talks.

US officials have also told regional allies to prepare for the possibility of renewed military strikes against Iran following the November 3 midterm elections. This potential escalation adds uncertainty to discussions about energy supplies and shipping routes, even though the conflict is not formally part of the Atlanta agenda.
