Cook County Sheriff's Office investigators value stolen merchandise at more than $8.3 million in 2026, a sharp increase from the approximately $4.9 million reported in 2025. The department includes both cargo and retail theft in these figures. Recent operations targeted businesses suspected of reselling stolen goods.

Officers searched Future Fashion on West 47th Street in the Brighton Park neighborhood following an undercover operation. Commander Michael Ware of the Sheriff's Police said the probe began when Victoria's Secret reported seeing unreleased products in the store. Ware oversees the Organized Retail Crime Unit and the Cargo Theft Task Force. In September, an undercover officer sold items to the store and later returned to buy them back to test the business's practices.

During the search, investigators examined clothing, handbags, perfume, and shoes. They also found equipment used to remove anti-theft devices. Retail representatives assisted in identifying specific inventory. Investigators noted that thieves often mix stolen items with legitimate purchases, a practice they call layering, which complicates tracing efforts. Store owner Rodrigo Espinoza arrived during the search and was arrested. He told investigators he had records from suppliers, pointing to messages and emails on his phone. Espinoza, 38, and employee Josue Velasquez Gonzalez, 41, were charged with theft of more than $10,000 and continuing a financial crime enterprise. Both were released and their cases remain pending.

In a separate cargo theft investigation, officers used a thermal drone to locate suspects after three shipping containers were broken into after midnight. The drone detected body heat in the darkness, allowing officers to find the suspects and a getaway driver. Another break-in near 18th Street and Western Avenue left looted boxes scattered. Investigators also track cases where thieves gain access to shipping systems to redirect entire shipments without forcing containers open. These cases have involved missing iPhones and tractor-trailers carrying expensive data center equipment. In one instance, stolen iPhones were activated in Japan and China.

CargoNet estimates cargo theft losses in the United States and Canada reached $304.6 million in the second quarter of 2026. This amount is more than double the estimated losses for the same period in 2025, despite a 26% drop in reported incidents. Sheriff Tom Dart said the criminal networks involved have extensive reach. "The ones that we're getting now have tentacles everywhere," Dart said. He added that the methods used by these groups are changing. "And it's evolving," Dart said. "These guys are not stopping."

The Sheriff's Office continues to trace goods from the initial theft to the resellers. This approach aims to follow the money through the criminal chain. Investigators work with retailers to identify stolen items and gather evidence for prosecution.
